REQUEST FOR EXPRESSIONS OF INTEREST FOR SYNTHETIC FABRIC MILL

Introduction
The Government of Kenya has identified the Cotton Textile and Apparels (CTA) value chain as one of the
priority sectors to drive government development agenda, create jobs and increase export earnings. For this
to be achieved, there is need to ensure availability of adequate raw materials to support the entire value
chain. Kenya accounts for just 0.4% of approximately USD 84 billion US textiles market despite its 10% cost
advantage over lower-cost countries.
With the establishment of Export Processing Zones (EPZ) policies and participation in the AGOA trade agreement
since year 2000, Kenya has been a key beneficiary and textile and apparel exports have grown to more
than USD 500 million per year, and now accounts for 30% of industrial export growth.
Currently firms located within our EPZ and other Kenyan companies source all their fabrics requirements
from East Asian countries; since the country lacks textile mills with capacity to meet both quality and quantity
requirements for globally competitive export markets. The total consumption of fabric in the country is
estimated to be 100 million meters of fabrics per year.
In the recent past, there has been efforts by both government and private sector to promote cotton growing
with a view to addressing the shortage of cotton lint. However, there is need to promote the manufacture of
synthetic fabrics which form a huge part of raw materials for both domestic and export markets.
The government is therefore soliciting for expression of interest (EoI) from interested and qualified manufacturers
for synthetic fabric. This EoI is Open to both Local, Regional and International Bidders.
Purpose
The Request for Expression of Interest (REoI) is intended to identify reputable and qualified manufacturers
of synthetic fabric for the textile and apparel subsector in Kenya.
Scope
The bidder will be required to provide;
1. Type(s) of synthetic fabric that the company can manufacture ie Fibre composition, description and
application;
2. Capacity that the company will produce optimal amounts of fabric at competitive price.
3. Successful bidders will be allowed to join the Special Economic Zones (SEZ) or Export Processing
Zones (EPZ) program to enjoy different incentives offered by the Government.
Eligibility and qualification of bidders
The successful bidders are supposed to meet the following minimum requirements:
1. To demonstrate capacity to invest in manufacture of synthetic fabric that meet international standards.
Bidders need to indicate the specific synthetic fabric they have capacity to manufacture.
2. The company should have been in similar business in the last 5 years and manufacturing synthetic
and mixed blends woven fabrics for international market.
3. To demonstrate that they can setup manufacturing synthetic & mixed blend woven fabric for both the
domestic and international market with necessary international accreditation and certifications for
export to the EU and US markets.
4. Previous working with international textiles/ apparels / fashion buyers is an added advantage.
The Ministry of Investment, Trade and Industry (State Department for Industry) now invites eligible manufacturers
to express their interest in investing in synthetic & mixed blend woven fabric manufacturing.
Shortlisting Criteria
Interested bidders must provide information to demonstrate their suitability for the roles including the
firm’s registration information and all other statutory documents, tax compliance, financial capability, local
support, and overall firm’s experience.
Note that: –
• The REoI must not include pricing/commercial proposal;
• The receipt of a response shall not bind the government into any contractual agreement with the
bidder;
• Any costs associated with the response and submission of the EoI shall be borne by the vendor;
• State if you intend to submit this bid as a joint venture or consortium or any other association; and
• Only bidders who meet the government’s minimum requirements will be considered for further
engagement.

to The Principal Secretary, State Department for Industry not later than seven (7) days from the date of

Expressions of interest must be delivered in a written form to the address below or be deposited in the
tender box situated on the 16th Floor, NSSF Building, Block A, Eastern Wing, on or before 3rd October
2023, at 10.00 A.M Local Time.
