About Abt Associates:

In 2021, USAID Kenya awarded Abt Associates, the Kenya Vector Control Activity. It seeks to build on PMI investments under PMI AIRS and VectorLink. The purpose of the project is to plan, implement, provide technical assistance for, monitor and evaluate critical malaria vector control activities. This includes indoor residual spraying (IRS) and insecticide treated net (ITN) activities for prevention of malaria in Kenya. The project has six objectives: (1) indoor residual spraying and other proven vector control interventions, (2) entomological monitoring and surveillance, (3) ITN durability monitoring (4) data driven decision making to inform strategic deployment of ITNs and IRS, (5) capacity building of Kenya national malaria program and selected counties and (6) continuous net distribution system in the community through multiple channels. In 2022, Abt Associates shall implement IRS in Homer Bay and Migori Counties and in other counties thereafter as determined by USAID Kenya.

The purpose of this RFQ is to obtain quotations and eventually issue a Firm Fixed Purchase Order for supply of various goods and services required for the IRS Campaign in Homa Bay and Migori County as per below table. The campaign will be conducted between January 31,2022 and February 26,2022 for Migori and March 7, and April 2, 2022 for Homa Bay.

Instructions to bidders

1. a)Application must be on the company’s letterhead, must indicate Physical address and phone number.
2. b)Certified Copy of Business/Company Registration Certificate.
3. c)Certified Copy of Company KRA PIN Certificate.
4. d)Tax Compliance Certificate for Company.
5. e)This RFQ shall not be misconstrued to be a commitment on the part of Abt Associates to award any form of contract to any respondent nor shall it entitle any organization or individual to be reimbursed the costs preparing or delivering bids to Abt Associates,
6. f)Offeror is required to reference the RFQ number on their offer/quotation.
7. g)Bids shall be valid for 120 days after submission
8. h)The bid must clearly indicate the Price and VAT quoted separately for each category

10. j)Interested bidders should submit their bids in a sealed envelope that is clearly marked RFQ number being applied for and dropped in the tender box located at the Kenya Vector Control activity Office, WhiteHouse, Ojijo Oteko Road, Milimani-Kisumu
11. k)Duly completed quotations should be put in an envelope clearly indicating the category and reference number applied for on the envelope which should be sealed and dropped in the Tender Box in the project’s Office in Kisumu as per the address above on or Before; 26^th October, 2021,5;00pm EAT

Award Criteria, Selection & Payment Terms and Conditions

1. a)Award will be based on offer overall best value the following factors considered;

1)    Compliance with specifications as described in the RFQ Instructions

2)    Firm Fix Price Best And Final Offer (BAFO) applies

1. b)Once shortlisted, the vendors will be notified via email by the Procurement Manager
2. c)Payment will be made after the delivery of the goods and as per Abt Associates terms and conditions.
