STRATEGIC COMMUNICATION AND PUBLIC RELATIONS ADVISORY SERVICES
Background
The Multi-Donor Action Team Europe Initiative Investing in Young Businesses in Africa – Women Entrepreneurship for Africa (TEI IYBA WE4A) Is jointly co- financed by the European Union (EU), the Organisation of African, Caribbean, and Pacific State (OACPS) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft fur ( Internationale Zusammenarbeit (GIZ) through the BMZ-funded multi-donor project Employment Promotion for Women for the Green Transformation in Africa (WE4D).
The IYBA WE4A programme directly contributes to Increasing the economic i participation Of women and gender equality. The overall objective (Impact) of the IYBA WE4A programme is to create sustainable, inclusive, green growth In selected African countries (Cameroon, Kenya, Malawi, Mozambique, Senegal, Tanzania, Togo and Uganda). The specific objective (outcome) of the programme Is: The economic empowerment and financial inclusion of women entrepreneurs In sectors contributing to the green transformation In selected Sub-Saharan countries is , increased. Furthermore, the programme aims at creating and securing existing jobs in the supported women-led businesses, enhancing their capacities and promoting their growth path.
Scope
The aim of this tender is to provide comprehensive communication support that effectively promotes the IYBA-WE4A programme’s content, impact, and success stories to a wide range of stakeholders, including the public, implementation I partners, commissioning bodies, and other key audiences. This communication will particularly emphasize green and gender-related topics, ensuring a unified and impactful message across diverse regions.
The overall objective of the IYBA-WE4A programme is to create sustainable, inclusive, and green growth in selected African countries. Specifically, the programme seeks to increase the economic empowerment and financial inclusion of women entrepreneurs in sectors contributing to the green transformation across Sub-Saharan Africa. It also aims to support the creation and preservation of jobs in women-led businesses, enhance their capacities, and promote their growth trajectories.
- Focusing on English- and Portuguese-speaking implementing countries Kenya, Tanzania, Malawi, Mozambique, and Uganda the contractor will be expected to I deliver the following services:
- Strategic Communication Advisory- Develop and maintain a comprehensive communication strategy and action plan aligned with programme goals and stakeholder needs. Multimedia Production – Produce engaging multimedia content, Including videos, podcasts, photography, and success stories, showcasing programme impact across the five target countries.
- Content Development & Editorial Support – Draft, edit, and adapt communication J materials such as brochures, reports, presentations, social media content, and event i materials.
- Graphic Design – Design visually compelling and brand-consistent materials that effectively communicate the programme’s messages. Ensure visual alignment across all formats and languages.
- Portuguese Language & Translation Support -Translate and localize materials In English and Portuguese, ensuring linguistic accuracy and cultural appropriateness, Support bilingual communication especially relevant to Mozambique and other Portuguese-speaking audiences.
Eligibility criteria
Interested bidders MUST meet the following eligibility requirements:
- Statutory Documents:
- Certificate of Incorporation/Registration Certificate in Kenya
- Business/Trading license
- CR12 Certificate
- Tax Compliance Certificate
- Company profile
- Commercial Eligibility Assessment:
- Average annual turnover of at least EURO 92,000.00 (KES. 13,610,700.00) for the last three financial years that Is (Audited financial statements signed by the auditor and the directors i.e, 2022,2023 and 2024).
- At least 3 persons as average number of employees and managers for the past three calendar bars.
- Technical Eligibility Assessment:
- At 1 reference projects in the field of Communication In the last 36 Months
- At least 1 reference projects In Eastern Africa In the last 36 Months.
- The technical assessment Is only based on reference projects with a minimum commission value of: Euro 45,000.00 (KES. 6,805,350.00)
