INVITATION TO TENDER
REPRODUCTIVE, MATERNAL, NEWBORN, CHILD AND ADOLESCENT HEALTH (RMNCAH) PROJECT.
SUPPLY AND DELIVERY OF BASIC & COMPREHENSIVE EMERGENCY OBSTETRIC AND NEWBORN CARE MEDICAL EQUIPMENT (RESUSCITAIRE,
VENTILATOR, OPERATING TABLE, 50L AUTOMATIC AUTOCLAVE & ANESTHETIC MACHINES).
TENDER NO. MOH/SDMS/RMNCAH/OT/001/2025-2026
1. The Government of Kenya through the Ministry of Health- State Department for Medical Services
has received a grant from a development partner towards financing of the Reproductive, Maternal,
Newborn, Child and Adolescent Health (RMNCAH) Project and intends to apply part of the proceeds
towards payments under the Contract for Supply and delivery of Medical Equipment.
2. The State Department for Medical Services – Reproductive, Maternal, Newborn, Child and Adolescent
Health (RMNCAH) Project – now invites sealed tenders for Supply and Delivery of Basic &
Comprehensive Emergency Obstetric and Newborn Care Medical Equipment as follows:
Lot 1 – Resuscitaire
Lot 2 –Ventilator
Lot 3 –Operating Table
Lot 4 –50L Automatic Autoclave
Lot 5 –Anesthetic Machine
3. Tendering will be conducted under Open Tender Method using a standardized tender document.
Tendering is open to all qualified and interested tenderers.
4. Qualified and interested tenderers may obtain further information and inspect the Tender
Documents during office hours 00900 to 1700 hours at the address given below:

5. A complete set of tender documents with detailed qualification criteria may be obtained by
interested candidates at the Ministry of Health- State Department for Medical Services website:
www.health.go.ke, the Public Procurement Information Portal https://tenders.go.ke/tenders and at
the IFMIS portal: supplier.treasury.go.ke and search using the unique IFMIS Negotiation Number
provided against the respective tender.
- Tenderers who download the tender document must forward their particulars immediately to State
Department for Medical Services P.O. Box 30016-00100 Nairobi procurement office, 5th floor, Room
514B Afya House, Cathedral Road, Nairobi or Email: procurement@health.go.ke - All tenders must be accompanied by a Tender Security from a reputable Bank or an Insurance
Company registered and approved by Insurance Regulatory Authority and listed by the Public
Procurement Regulatory Authority (PPRA). The required Tender security is as provided in the
Tender Data Sheet (TDS). -
The Tenderer shall chronologically serialize all pages of the select tender documents submitted.
- Tenders shall be quoted be in Kenya Shillings and shall include all taxes and the 0.03% Public
Procurement capacity building levy as provided vide Legal Notice No 206 of 6th November 2023.
Tenders shall remain valid for 126 days from the date of opening of tenders. - Completed tenders must be submitted in the IFMIS Supplier Portal with select tendering documents
being physically dropped in the State Department’s tender box as explained below in paragraph
12(B&D) on or before Monday 22nd December, 2025 at 11:00AM, Manual submissions Will Not
Be Accepted except for select documents listed in paragraph 12(B&D). - Tenders will be opened immediately after the deadline date and time specified above or any
deadline date and time specified later. Tenders will be publicly opened in the presence of the
Tenderers’ designated representatives who choose to attend at the address below. -

Tenders to be submitted online in the IFMIS Portal: www.supplier.treasury.go.ke But the original of
the Form of Tender and the Price Schedule, Power of Attorney and Tender Security Must be
dropped to the Tender box located at the entrance of 1st Floor Afya House in a single sealed envelope
bearing the name and reference number of the tender, addressed to the procuring entity and
warning not to open before the date and time of tender opening.

Medical Services and warning not to open before the date and time of tender opening -

- Tender Security from a reputable financial institution in Kenya OR Insurance Company approved
by IRA as provided in the Tender Data Sheet. - Late tenders will be rejected.
