GF ATM HIV GC7/OIT05/2025-2026
SUPPLY OF OPIOIDS SUBSTITUTION THERAPY
1. The Government of Kenya has received a grant from the Global Fund to fight AIDS,
Tuberculosis and Malaria under Grant Cycle (GC7) for the Year 2024/2025, which it
intends to use part of the funds to SUPPLY OF OPIOIDS SUBSTITUTION
THERAPY
2. The Kenya Medical Supplies Authority (KEMSA), invites sealed tender(s) for SUPPLY
OF OPIOIDS SUBSTITUTION THERAPY
3. Bidding will be conducted through the procedures specified in the Public
Procurement and Asset Disposal Act (PPADA) 2015 revised 2022 and the Global
Fund’s Policies on Procurement and Supply Management, June 2021 and is open to
all.
4. Qualified and Interested tenderers may obtain further information and inspect the
tender documents during office hours on Monday to Friday 08.00hrs and 17.00hrs
except on Public Holidays from Procurement office situated at:

5. Tender documents may be viewed and downloaded for free from the website:
kemsa.go.ke or PPIP Portal: tenders.go.ke. Tender Documents obtained electronically
will be free of charge.
6. Tenderers must register their bid documents at the Procurement Office or via email at
procurement.programs@kemsa.go.ke (Refer to registration form in the tender document)
to facilitate any further clarification or addendum.
- Completed serialized/paginated Bidding documents shall be submitted accompanied
with a signed declaration of the number of pages. The documents will be One original
and a copy in plain sealed envelopes clearly marked on top with the Tender Number
and Description and accompanied by a Bid Security of USD 20,400.00 or KES
2,629,333.00 or equivalent in a freely convertible currency from Commercial Banks or
Insurance Companies Approved by The Insurance Regulatory Authority (IRA) and
listed by The Public Procurement Regulatory Authority. Electronic tender securities
are acceptable and shall be authenticated through the use of the QR scanner (In
Accordance to PPRA CIRCULAR NO. 01/2023)

8. The bid documents must be deposited in the Tender Box No.2 marked Global Fund at
the reception on the Ground floor KEMSA, National Supply Chain Centre, Embakasi
Off Airport North Road, Nairobi on or before 25th September, 2025
9. Bulky tenders can be handed over to KEMSA Procurement Director’s office for
registration and safekeeping till the tender opening date.
10. Tenders will be opened immediately after the deadline date and time specified above
or any deadline date and time specified later. Tenderers will be publicly opened in the
presence of the Tenderer’s designated representatives and who choose to attend at the
address below:

11. Late bids, portion of bids, electronic bids shall NOT be accepted for evaluation
irrespective of circumstances.
12. There will be a Pre bid conference at KEMSA’s Tender Opening Hall, Ground Floor
KEMSA National Supply Chain Centre, Embakasi Off Airport North Road, Office Block
Nairobi, Kenya on 9th September, 2025 at 10:00am
NOTE: The tender validity period shall be 210 days from tender closing date. The bid
security validity period shall be 240 days from tender closing date
