ACCELERATOR TRAINING FOR ENTREPRENEURS LIVING WITH DISABILITIES (PWDs)

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. In Kenya, GIZ has been working for more than 40 years in bilateral cooperation on b4ehalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

German Development Cooperation in Kenya has so far concentrated primarily on vocational training. Concrete support has been provided in the promotion of practical application of Kenya’s vocational education and training. There is need now to have an integrated employment approach and include approaches to strengthen the demand side of the labour market, matching labor supply and demand and strengthen the economic and employment policy framework conditions. These include measures in the area of business and financial services. To address this need, GIZ in Kenya is currently implementing the Programme for Promotion of Self-Employment and Entrepreneurship.

The Programme for Promotion of Self-Employment and Entrepreneurship in Kenya (hereafter referred to as the Programme) aims to increase the job-creating growth of formal and informal young enterprises in selected industrial and service-oriented sectors. GIZ is implementing this Programme in cooperation with the German Development Bank (KfW) to provide both technical and financial inputs towards the Programme. The Ministry of Industrialization, Trade and Enterprise Development and its subordinate agencies whose overarching goal is to mediate and promote functions and efforts towards micro small and medium-sized enterprises (MSME) promotion for private sector actors is the main partner of the Programme.

Four outputs are defined for the technical support by GIZ: (1) Sectorally oriented service offerings to improve entrepreneurial skills for the growth of young enterprises are implemented (2) Entrepreneurial skills of informal sector actors are improved (3) Access to needs-based financial services for the growth of young enterprises are improved (4) The policy framework conditions for young enterprises have improved.  

As part of the activities, the Programme seeks the services of a consultancy firm to implement an accelerator programme that will target 100 entrepreneurs who are living with disabilities with the goal of building the capacity of their enterprises by improving their business management skills to enhance growth. The targeted entrepreneurs are those in the informal sector and in sectors such as woodworks, metal fabrication, textile/apparel, motor vehicle mechanic and agro/food processing.

Interested firms should show how they are going to partner or collaborate with private, sector companies or PWDs associations to implement this accelerator program and their previous experience implementing such programs with other stakeholders. Additionally, interested companies must provide verifiable proof of qualifications and experience in similar/related services. The tenderer is also requested to provide a summary assessment of the team proposed and must specify their positions, tasks and qualifications for each expert.
