REQUEST FOR EXPRESSIONS OF INTEREST 

(CONSULTING SERVICES – FIRMS SELECTION)

The Ministry of ICT, Innovation and Youth Affairs, The State Department for ICT and Innovation invites sealed bids from eligible contractors for the Tender for Procurement of a Project Management System as follows:

The Kenya Youth Employment and Opportunities Project is a Government of Kenya Project funded and implemented in col­laboration with the World Bank. The Project aims at increasing employment and earnings opportunities for targeted youths by providing training, Work place experience, business financing and relevant labour market information. Expanding opportunities for youth also requires interventions that increase job creation and increase earnings for youth who are interested in self-em­ployment or wage employment, whether in the formal or informal sectors.

Ministry of ICT, Innovation and Youth Affairs (MIIYA) invites eligible consulting firms (“Consultants”) to deliver customized con­tent through mobile telephone technology to eligible project beneficiaries in targeted urban and rural counties. These are youth between 18 and 35 years of age, who are without jobs and have experienced extended spells of unemployment or who are currently working in vulnerable jobs. The level of education of the targeted beneficiaries is up to Form 4. The targeted youth are those already in business and or companies as well as youth interested in starting businesses. This initiative will address lack of managerial and entrepreneurial skills and promote self-employment and earnings generation among self-employed youth and youth start-ups.

The Consultant for AGPO-Content Digital Delivery will be contracted under performance-based contract. A total number of approximately 200,000 to 300, 000 youth will be supported with activities to improve AGPO and access to Catalytic Funds. Inter­ested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

Firms will be shortlisted based on the following criteria.

  1. Preliminary Requirements;

Registration Certificate, Valid Tax Compliance Certificate, Signed & Stamped Confidential Business Questionnaire, Valid Business Permit and, and the REOI document MUST be paginated and serialized.

  1. Eligible Firms Must have:
  2. Experience in applying digital platform for the delivery of learning content and has delivered digital content to a minimum of 95,000 users over the last two years (show proof, 2019 to present);
  3. Minimum of 3 years’ relevant experience and technical capacity to deliver learning material through mobile phone platforms to the targeted beneficiaries;
  4. Undertaken a minimum of two assignments of similar nature in the past three years (2018 to the present); including at least one in Kenya;
  5. Demonstration of ability to introduce and customize learning content based on the user and contextual needs of the beneficiaries; this means customizing content to suit mobile phone delivery.
  6. Prior experience in providing content on procurement issues or related field.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 Revised July 2014 (“Consul­tant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: 1.9 (b) of Consultant Guidelines.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/ or sub-consultancy. In the case of joint venture, all the partners of the joint venture shall be jointly and severally liable for the entire contract if selected. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Quality Cost Based Selection method set out in the Consultant Guidelines.

Complete REOI enclosed in plain sealed envelope marked with the tender reference number and addressed to the Principal Secretary, State Department for Youth Affairs P. O. Box 30050 – 00100, Nairobi, Kenya should be deposited in the tender box located at Bruce House 3rd Floor so as to be received on or before Tuesday 14th January 2022, at 10.00 hours.

The REOI will be opened immediately thereafter in the presence of the candidates or their representatives at the KYEOP Board­room located in Bruce Hose 3rd Floor Standard Street Nairobi.
