  1. The Government of the Republic of Kenya has received financing from the World Bank towards the cost of the Horn of Africa Gateway Development Project and intends to apply part of the proceeds for Consulting Services.
  2. The Consulting Services (“the Services”) include Conducting of Feasibility, Detailed Engineering Design Studies, Supervision of the Construction of One Stop Border Posts (OSBPs) and Accommo­dation Units for Kenya Revenue Authority (KRA) Staff at Rhamu and Mandera.
  3. The period of the services is 33 months comprising: 8 months for Detailed Design and prepara­tion of Tender documents, 18 months for Construction Supervision and 6 months defects liability period plus 1-month closeout period. The estimated number of person-months of key professional personnel for both lump sum (design) and time based (supervision) Contract is 928 comprising: 130 person months for design phase, and 399 person months for Supervision of the Construction of OSBP and Accommodation Units for KRA staff at Rhamu and 399 person months for Supervision of the Construction of OSBP and KRA Staff Accommodation Units at Mandera.

  1. The Kenya National Highways Authority, a State Corporation under the Ministry of Roads and Trans­port established under the Kenya Roads Act, 2007, now invites eligible consulting firms (“Consul­tants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  2. a)Firm Registration. The firm shall be registered in the field of Architecture or Civil Engineering and related services as its core business for a period of not less than 10 years;
  3. b)Firm Experience. The firm should demonstrate capacity and experience in carrying out design and supervision of buildings for a period not less than 10 years. The firm must have undertaken at least 3 similar assignments in scope and value within the last 8 years;
  4. c)Availability of Key Experts. The firm must demonstrate as having the requisite technical and managerial capacity to undertake the assignment.

Key Experts will not be evaluated at the shortlisting stage.

  1. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  2. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  3. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) meth­od set out in the World Bank’s Procurement Regulations.
