ASSIGMENT TITLE: CONSULTANCY SERVICES TO UNDERTAKE RESEARCH ON THE IMPLICATIONS OF COM- PULSORY LAND ACQUISITION ON THE SOCIO-ECONOMIC CONDITIONS OF WOMEN, YOUTH, INDIGENOUS GROUPS, VULNERABLE INDIVIDUALS AND OTHER MARGINALIZED GROUPS IN KENYA; A CASE STUDY OF THE ISIOLO – MANDERA ROAD CORRIDOR

1. The Government of the Republic of Kenya has received financing from the World Bank towards the cost of the
Horn of Africa Gateway Development Project and intends to apply part for Consulting Services on behalf of National
Lands Commission.
2. The Consulting Services (“the Services”) include undertaking research on the implications of compulsory land
acquisition on the socio-economic conditions of women, youth, indigenous groups, vulnerable individuals and
other marginalized groups in Kenya; a case study of the Isiolo – Mandera road corridor.
3. The period of the services is 12 months comprising: eight (8) months for Phase I and four (4) months for
Phase II.

4. The Kenya National Highways Authority, a State Corporation under the Ministry of Transport, Infrastructure, Housing,
Urban Development and Public Works established under the Kenya Roads Act, 2007, now invites eligible
consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should
provide information demonstrating that they have the required qualifications and relevant experience to perform
the Services.
The shortlisting criteria are:
a) Firm Registration. The firm shall be registered in the field of Research and related services as its core
business for a period of not less than 10 years;
b) Firm Experience. The firm should demonstrate capacity and experience in carrying out research on land for
a period not less than 10 years. The firm must have undertaken at least 3 similar assignments.
c) Availability of Key Experts. The firm must demonstrate as having the requisite technical and managerial
capacity to undertake the assignment.
5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World
Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised in November 2017, August 2018 and
November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether
the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the
partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out
in the World Bank’s Procurement Regulations.
