EXPRESSION OF INTEREST

Provision of Servicing and Maintenance of Wastewater Treatment Plant (WWTP) In WFP Kakuma Office in Turkana County

  1. Background

The World Food Programme (WFP) is the food-assistance arm of the United Nations and the world’s largest humanitarian organization for fighting global hunger and promoting food security. In Kenya, WFP Kenya runs a food assistance programme for refugees and asylum seekers in Dadaab and Kakuma refugee camps and in Kalobeyei refuged Settlement Scheme’

This is a request for Expression of Interest (EOI) from experienced specialist companies in waste water treatment for provision of service and maintenance in WFP-Kakuma Sub-Office. The EOI shall demonstrate the company’s ability to comply with applicable environmental regulations, health & safety, best engineering standards and WFP environmental requirements. The wastewater treatment plant at WFP Kakuma Sub-office compound comprises of the following processes:

  1.             Influent raw sewage– made up of a Septic Tank, designed with a retention time of 48 hours of the average daily flow and a maximum of 20cum retention volume. This system achieves about 30% COD removal by anaerobic processes.
  2.             Bioreactor process – from the septic tank, the effluent then enters a series of bioreactors via a pump in the last chamber of the septic tank. The PVC Bioreactors contains a total of 20 cubic meters of specialist fixed film media to give a large surface area for the attachment of aerobic bacteria that digests the biological loading in the effluent coming from the septic tank. The bioreactors are serviced by a pedrollo 3 phase pump (0.55kw) delivering oxygen to the bioreactor via a venturi

      iii.            Clarifiers and Sludge Removal – At the discharge points of the bioreactors, the treated effluent flows by high level gravity feed into a concrete clarifier tank. There is minimal sludge production due to the fixed-film treatment process. However, the small quantity of nitrates and dead bacteria that does flow over from the bioreactors with the treated effluent should settle at this point into a sump in the base of the clarifier. This sludge is returned from this sump to the first chamber of the septic tank system periodically (about once every 24 hours for thirty-minute duration) via a submersible pump operated on an automated timer circuit.

  1.             Chlorine Disinfection System – After the clarifier and before the entry point of the contact tank, the treated effluent flows through a grundfos chlorine dosage pump disinfectant unit.
  2.             The Contact Tank – A gravity feed delivers the treated effluent from the clarifier – via the chlorine dosage pump disinfectant- into the clean water PVC contact tank. The contact tank’s clean water discharge will feed to the toilet water storage for flushing or directly to the environment for irrigation via popup sprinklers or drip irrigation system.
  3.             Drip and Sprinkler Irrigation Systems – Drip and sprinkler or pop-up irrigation systems were installed to recycle the treated water from the contact tanks, by irrigating the compound trees and vegetable gardens.

The wastewater system was installed in August 2016 with raw effluent from the offices, staff accommodation and kitchens.

  1. The purpose of this EOI

1)      The purpose of this request for EOI is to identify suppliers with verified technical and financial capacity to provide service and maintenance for waste-water treatment plant in WFP-Kakuma Sub-Office, Eligible suppliers will be invited to participate in the bidding process for the proposed tender.

2)      Eligibility to participate in the proposed tender will be determined on the basis of:

  • Confirmation of interest in being considered for the provision of the above services;
  • EOI response form and Annexes completed and signed, as required in Clause 6 of this document: Company status and profile and its suitability for the stated purpose;
  • Relevant experience.
  • Relevant staff
  • Relevant equipment to carry out the maintenance works
  • COVID-19 mitigation measures in place
  1. After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.

  4. This request for EOI does not constitute a solicitation. WFP reserves the right to change or cancel this procurement process or any of its requirements at any time during the process; any such action will be communicated to all participants.
