TERMS OF REFERENCE

Founded in 1945, CARE is a leading humanitarian and development organization fighting global poverty. CARE places special focus on working alongside women and girls because, equipped with the proper resources, they have the power to lift whole families and entire communities out of poverty. CARE commenced its humanitarian programme in Kenya in 1968. Since then we have built a substantial development and humanitarian program including refugee operations, emergency response, livelihoods, food security, climate change adaption, sexual reproductive and maternal health, women and girls’ economic empowerment, and youth employability.

Task Overview

Conduct comprehensive evaluation data collection in Mukuru informal settlement and Kajiado Central, and development of the End Project Evaluation report.

Conduct field based data collection, including interviews with AEP team, partners, teachers, facilitators, adolescents, and community stakeholders; Video capturing adolescents Applying Leadership Competencies in various platforms, and development of comprehensive case study reports.

Objectives of the Evaluation

Assess perceptions, attitudes and practices among individual adolescents regarding resource allocation, gender norms, leadership skills, and relevance of schooling. Provide analysis on impact and relationship around the project’s key innovations (economic citizenship for adolescents, sexual and reproductive health and life skills, mentorship to motivate adolescents, and policy and advocacy). Provide a comprehensive analysis of the results, triangulating qualitative and quantitative data obtained from different tools and sources. The analysis is expected to assess change over time in both qualitative and quantitative data analysis to understand how indicators and relationships between different variables changed, or didn’t, over the life of the project. Additional analysis on impact of COVID 19 will also be included.

Objectives of the Case Studies

To conduct 2 case studies: One on the Integrated SRH and gender transformative approaches – Community Score Card (CSC) and Social Analysis and Action (SAA) model, and the Second on Application of Leadership Competencies by Adolescents in Mukuru and Kajiado. There will also be development a short Documentary Video on the Application of Leadership Competencies by Adolescents in Mukuru and Kajiado. The case studies and video should focus on using data in answering the following research questions: How does an integrated SRH and gender transformative approach, CSC/SAA reduce harmful socio-cultural practices for in school adolescents? And how do adolescents apply leadership competency skills learnt to control their lives and make changes?
