The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Social Economic Inclusion Project (KSEIP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include upgrade the HSNP MIS by making it configurable for the Social Protec- tion (SP) business users and, in parallel, upgrade the HSNP Portal, to enhance the quality of the existing software, to promote capacity building of the Client Team through joint software development, Identify the parts of the system that need upgrades to make the HSNP MIS configurable, Configurable HSNP MIS – Detailed User Requirements Analysis & System Design, Configurable HSNP MIS – Data Design (DB schema), Development and setup of configurable HSNP MIS and its upgraded modules, Interoperability with external information systems, Data Migration, Production System and knowledge transfer to the client.

The implementation period of the assignment is twelve (12) months, expected start in August 2022.

The National Drought Management Authority now invites eligible consulting firms (“Consultants”) to indicate their in- terest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: a well outlined strategy for the assignment and high-level plan of action on how to achieve the assignment, relevant experience and qualifications of the firm; similar experience of carrying out similar assignments carried out within the last three years, provide comments on the terms of reference and demonstrate technical and managerial capacity of the firm. Key Experts will not be evaluated at the shortlisting stage.

Six to Ten firms will be shortlisted.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the as- sociation is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
