PROPOSED RENOVATION WORKS AT HELB OFFICES ON 18TH & 19TH FLOOR; ANNIVERSARY TOWERS, MAIN WORKS, PLUMBING, DRAINAGE AND FIRE
FIGHTING INSTALLATION

1. The Higher Education Loans Board invites sealed tenders for the construction of PROPOSED RENOVATION
WORKS AT HELB OFFICES ON 18TH & 19TH FLOOR; ANNIVERSARY TOWERS, MAIN WORKS,
PLUMBING, DRAINAGE AND FIRE FIGHTING INSTALLATION
2. Tendering will be conducted under open competitive method (National) using a standardized tender document.
Tendering is open to all qualified and interested Tenderers.
3. Qualified and interested tenderers may obtain further information and inspect the Tender Documents during
office hours [0900 to 1700 hours] at the address given below.
4. Interested and eligible firms may obtain further information and inspect tender documents at the Procurement
office on 18th Floor of anniversary towers, university way, Nairobi during normal working hours or view and
download the respective detailed tender advert and tender document from the Website(s)
www.helb.co.ke/procurement/tenders or https://tenders.go.ke. Tender documents obtained electronically will
be free of charge.
5. Tender documents may be viewed and downloaded for free from the website
www.helb.co.ke/procurement/tenders or https://tenders.go.ke. Tenderers who download the tender document
must forward their particulars immediately to procurement@helb.co.ke to facilitate any further clarification or
addendum.
6. Tenders shall be quoted be in Kenya Shillings and shall include all taxes. Tenders shall remain valid for 120
days from the date of opening of tenders.
7. All tenders must be accompanied by a tender security/ bid bond of Kenya Shillings; Nine Hundred Thousand
(Kshs. 900,000.00) in the form of a bank guarantee from a reputable bank, a bankers cheque, insurance from
companies authorized to transact in bid bonds, letter of credit or a guarantee by a deposit taking microfinance
institution, sacco society, youth enterprise fund or women enterprise fund and valid for a period of 120days
from the day of opening the tender. The tender security shall be placed in the envelope containing the technical
proposal. AGPO registered firms are not required to submit a tender security but must fill, sign and submit the
Tender Securing Declaration form and must submit the valid AGPO registration certificate. Please note that
any tender that shall not be accompanied by a tender security or a filled and signed tender securing declaration
form and valid AGPO certificate shall be deemed to be non-responsive and disqualified.
8. The Tenderer shall chronologically serialize all pages of the tender documents submitted.
9. Completed tenders must be delivered to the address below on or before Tuesday 30th August 2022, 11:00am
Electronic Tenders will not be permitted.
10. Tenders will be opened immediately after the deadline date and time specified above or any dead line date and
times specified later. Tenders will be publicly opened in the presence of the Tenderers’ designated
representatives who choose to attend at the address below.
11. Late tenders will be rejected.
