REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR
CONSULTANCY SERVICES FOR THE NATIONAL GROUNDWATER
DEVELOPMENT AND MANAGEMENT STRATEGY, REGULATIONS
AND GUIDELINES

1. The Government of Kenya has received financing from the World Bank toward the cost of the Horn of Africa
Ground Water for Resilience Project (HoAGW4RP), and intends to apply part of the proceeds toward payments
under the contract for CONSULTANCY SERVICES FOR THE NATIONAL GROUNDWATER DEVELOPMENT AND
MANAGEMENT STRATEGY, REGULATIONS AND GUIDELINES contract No.: MOWSI/SDWS/
HoAGW4RP/006/2023-2024 (KE-MOWI-348617-CS-QCBS)
2. The objective of groundwater resources strategy is to provide long-term direction by increasing visibility and
contribution of groundwater resources to the economy, providing a common framework to conserve and utilize
groundwater resources equitably by balancing sustainable use and national development and protect groundwater
quality by minimizing the risks posed by pollution. The aim of groundwater regulations is to ensure sustainable
groundwater use and development, put in regulations leading to better groundwater conservation and
also prevent groundwater pollution so future remediation is not required, managing all groundwater systems
so that their most sensitive identified beneficial use (or environmental value) is maintained, recognizing the cumulative
impacts of human activities on groundwater quality. The aim of groundwater development guidelines
is to provide a minimum technical guideline for siting, drilling, test pumping, supervision of boreholes and also
analysis of pumping test data and abstraction allocation.
The Scope of services:
The Ministry seeks to procure a hydrogeological firm to guide in the formulation of National Groundwater Strategy,
Groundwater Regulations and Groundwater Guidelines. The consultant will offer expertise in eighteen (18)
stakeholders’ consultative workshops on formulation of the groundwater strategy, groundwater regulations and
groundwater guidelines. The consultant will then incorporate the stakeholders’ comments as raised from the
workshops therefore prepare final Groundwater Strategy.
3. The duration of the consultancy services will be for a period of eighteen (18) months.

5. The Ministry of Water, Sanitation and Irrigation, State Department for Water and Sanitation now invites eligible
consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants
should provide information demonstrating that they have the required qualifications and relevant experience to
perform the Services. The short-listing criteria are:
i. Relevance and suitability of the applicant’s core business to the assignment.
ii. The consultancy firm should demonstrate experience of not less than five (5) years in the following:
water resources management and planning studies including area groundwater resources planning,
catchment management strategies, sub-catchment management planning, catchment management forums,
and stakeholder management for the formulation of catchment management guidelines, basin
planning, national policy and strategy formulation, groundwater governance. (Proof of this including the
references of the respective clients must be provided in the tender document)
iii. Must have a good knowledge of groundwater governance in Kenya.
iv. Demonstrated technical, managerial, administrative and financial capabilities of the firm.

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World
Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised in October 2017, August 2018 and
November 2020 setting forth the World Bank’s policy on conflict of interest.
7. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether
the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the
partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
8. The Consultant will be selected in accordance with the Quality and Cost Based Section (QCBS) method set out
in the Procurement Regulations.

10. Expression of interest must be delivered in a written form to the address below in person or by mail or by e-mail
so as to be received on or before 28th November, 2023 at 1000 hours Local Time. For expressions of interest
that will be deposited at the Tender Box on Ground Floor, Maji House, Ngong Road, Nairobi, the packages
