BACKGROUND

The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is a public-benefit German company with worldwide * operations in the field of international cooperation for sustainable development. GIZ through the Natural Resources Stewardship * 1 2 3 4 5 6 7 8 Programme (NatuReS) invites eligible individual consultants or consultancy firms based in East Africa to support the development of ; fee and charging mechanisms and zoning for solid waste services in Gulu City Council (GCC).

The consultancy activities will include: (i) Orientation of and co-design with GCC, private sector and civil society for the development. of fee and charging mechanism and zoning methodology (ii) Implementation of the zoning methodology for different waste collection zones in Gulu; develop/define and validate zones according to commercial, industrial, residential waste generators (socio-economic ^ dynamics) and related solid waste services; conduct a small survey on willingness and ability to pay (iii) Assessment of current and future waste management costs; Analysis of cost and revenue information provided by GCC with a focus on the services directly provided by GCC (to commercial entities) (iv) Development of draft fee and charging mechanisms for GCC and other service waste collectors; analyse different possible charging mechanisms (according to criteria like administrative efficiency, potential to prevent illegal dumping, etc.); develop a proposal for a fee structure and charging mechanism to be implemented by GCC (v) Support to GCC in finalising the zoning and fee mechanism in a final draft ordinance and roadmap to approval

THE ASSIGNMENT:

Post graduate degree (Masters or PhD) in resource management, environmental engineering, natural resources economist, economist, public policy or a related field, with expertise in municipal waste collection with a minimum of 10 years of experience.

ELIGIBILITY: East Africa based consultants or /consultancy firms are eligible to apply.

All requests for clarifications to this tendering process shall be shared in writing and should be addressed to GIZ Uganda via email Procurement-giz-uganda@giz.de at least 5 days prior to the bid submission deadline. Please indicate in the subject tender reference | number “83422503 – Pricing and mechanism of Solid Waste Services in Gulu City (GCC)”

Bids/ Offers Submission Deadline date and time

Interested bidders should submit their bids/offers electronically by Monday, 31.10.2022 at 4.00pm (EAT) to UG_Quotation@giz.de indicating in the subject the tender reference number “83422503 – Pricing and mechanism of Solid Waste Services in Gulu City (GCC)”.

1. Failure to indicate the tender reference number in the subject may disqualify your offer directly as it may fail to be received in the tender box.
2. Late submissions will not be accepted!
3. Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected.
4. Only bids submitted to UG_Quotation@giz.de are acceptable.
5. You should have offers in PDF and zip folders.
6. Two separate emails should be used one submitting technical proposal offer and second email submitting Financial Proposal Offer.
7. Only filetransfer Crvptshare (giz.de) for submission of documents exceeding the default mail size of 30 MB should be used or use three separate emails one submitting the eligibility documents, a second one submitting the technical proposal/offer and third email submitting Financial Proposal/Offer.
8. Failure to follow the above instruction may lead your offer to be encrypted and not be accepted.

GIZ remains with full rights to cancel this process at any stage without informing providers and at no cost refund to the providers who participate in this tender process.
