INVITATION TO TENDER
TENDER NO: IEBC/OT/013/26/2025-2026
TENDER FOR PROVISION OF KIEMS TELECOMMUNICATION NETWORK
1. The Independent Electoral and Boundaries Commission (IEBC) invites licensed Mobile Network Operators
(MNOs) certified Facilities Provider (NFP) in Kenya to tender for Provision of the KIEMS Network
Infrastructure on an “as and when required basis” for a period of three (3) years.
2. Tendering will be conducted under Open National Competitive Method using a standardized tender
document. The Tender is open to all eligible bidders
3. Qualified and interested tenderers may obtain further information and inspect the Tender Documents during
office hours 8.00 a,m to 1pm and 2.00p.m to 5p.m at the address given below. More details on the Services
are provided in PART 2 – Services’ Requirements, Section V – Description of Services of the Tender
Document
4. A complete set of tender documents may be obtained electronically from the Website(s) www.iebc.or.ke or
www.tenders.go.ke Tender documents obtained electronically will be free of charge.
5. Tender documents may be viewed and downloaded for free from the website www.iebc.or.ke or
www.tenders.go.ke Tenderers who download the tender document must forward their particulars
immediately to procurement@iebc.or.ke to facilitate any further clarification or addendum.
6. All Tenders must be accompanied by a tender security of Five Hundred Thousand Shillings (KES.500,000)
valid for 210 days in any of the forms approved by PPRA.
7. The Tenderer shall chronologically serialize all pages of the tender documents submitted.
8. Completed tenders must be delivered to the address below on or before 28th April, 2026 11:00 am East
African Time. Electronic Tenders will not be permitted.

9. Tenders will be opened immediately after the deadline date and time specified above or any deadline date and
time specified later. Tenders will be publicly opened in the presence of the Tenderers’ designated
representatives who choose to attend at the address above.
- Late tenders will be rejected.
