SECONDARY EDUCATION QUALITY IMPROVEMENT PROJECT (SEQIP 

SMALL WORKS

1. The Government of Kenya has received financing from the World Bank towards the cost of the Second­ary Education Quality Improvement Project (SEQIP), and intends to apply part of the proceeds towards payments under the contract for CONSTRUCTION OF CLASSROOMS, LABORATORIES AND SANITATION FACILITIES IN TARGETED PRIMARY AND SECONDARY SCHOOLS UNDER SEQIP.
2. The Ministry of Education, State Department of Early Learning and Basic Education now invites sealed Bids from eligible Bidders for Construction of Classrooms, Laboratories, and Sanitation Facil­ities in Targeted Primary and Secondary Schools in the SEQIP Targeted Areas categorized into five (5) Lots for a construction period of one year. Bidders have the option to Bid for any one or more lots. Bids will be evaluated lot-wise, taking into account discounts offered on the individual lot only. No conditional discounts shall be considered. The contract(s) will be awarded to the Bidder or Bidders offering the lowest evaluated cost to the Employer for each Lot.
3. Bidding will be conducted through approaching National market using Request for Bids (RFB) selection method as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing 2016” (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Head of Supply Chain Management Ser­vices, State Department of Early Learning and Basic Education through scmsequip@education.go.ke and cc ppo@education.go.ke or seqip2018@gmail.com  and inspect the bidding documents during office hours [0800 to 1700 hours] at the address given below.
5. The Bidding document in English may be obtained from our offices situated at the address given below during official working hours or downloaded from our website. www.education.go.ke for free.
6. There will be a pre-bid conference at Kenya Institute of Curriculum Development (KICD-Muranga road, Nairobi) on Wednesday 3^rd   August, 2022 at 10.00 am EAT (East Africa Time)
7. Bids must be delivered to the address below on or before: 1st September, 2022
8. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on: Tuesday 1^st  September, 2022 at 10:00 a.m. EAT (East Africa Time)
9. All Bids must be accompanied by a Bid Security for EACH LOT in Kenya Shillings as per THE ANNEXED BID SECURITY, ANNEX 1 in the bid document.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Own­ership Disclosure Form as included in the bidding document.
