CONSULTANCY FOR ORGANISATIONAL SUPPORT FOR WATER AGENCY (KISWA) AND WATER SERVICES REGULATION OF THE JUBALAND MINISTRY OF ENERGY AND WATER RESOURCES 

The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is implementing Technical Cooperation measures on behalf of the Government of the Federal Republic of Germany. GIZ invites eligible Firms to indicate interest in consultancy for organisational support for Kismayo Water Agency (KISWA) and water services regulation unit of the Jubaland ministry of Energy and water resources. More specifically, the Firm will carry out the following services;

• Establish a practical organization structure and corresponding job descriptions for the different units and individuals in liaison with the relevant authorities and partners. The structure should consider the organizations capacity to operate and cover the wage bill in short, middle and long term.
• Support in the development of a stakeholder engagement framework targeting the private, vendors ,local administration, donors, the government and political entities.
• Identify all the permits and licenses required by KISWA for it to operate within the provisions of the existing federal and state government laws and acts.
• In liaison with the GIZ team, MoEWR and KISWA, the consultant will develop an operationally sustainable water supply model that will consider optimal investment on productivity, good governance and accountability ,maximum revenue collection and integrity.
• Together with GIZ team, MoEWR team, other partner organization, partner organization consultants and other relevant government bodies, the consultant will support in the establishment of a basic water services regulation framework.
  The framework will form a basis for the detailed definition of the regulator’s roles in water quality, equitable distribution of water services and water tariff setting.
• Support KISWA in the development of tools,, material and documents that will enhance its visibility, acceptance and expand its water markets
