INVITATION TO TENDER CALL FOR OFFERS 

DEVELOPMENT OF DIGITAL LEARNING CONTENT FOR ENTREPRENEURS IN KENYA 

As an international cooperation enterprise for. sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft fur Internationale Zusammenarbeit [GIZ) GmbH supports the Kenyan Government in achieving its development-policy objectives. In Kenya, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ].-0ne of the areas of intervention in Kenya is support to growth of micro small and medium enterprises [MSMEs].

One of the programmes implemented by GIZ Kenya to support growth of MSMEs is the Programme for Promotion of Self-Employment and Entrepreneurship (hereafter referred to as the Programme].The Programme aims to increase the job-creating growth of formal and informal young enterprises in selected industrial and service-oriented sectors. GIZ is implementing this Programme in cooperation with the German Development Bank (KfW]. The Ministry of Industrialization, Trade and Enterprise Development and its subordinate agencies whose overarching goal is to mediate and promote functions and efforts towards micro, small and medium-sized enterprises [MSMEs] promotion for private sector actors is the implementing partner of the Programme.

The programme focuses on young enterprises and young entrepreneurs from the formal and informal sectors in the greater Nairobi area. The key sectors of focus are manufacturing, wholesale and retail and housing and agriculture with an emphasis on agro-processing.

In order to provide entrepreneurial training to a large number of MSMEs, the Programme plans to set up an e-learning platform with content meeting the learning needs of entrepreneurs with both basic and advanced level of education. The e-learning platform will be domiciled within the Programme website.

The Programme seeks the services of a consultancy firm to support in setting the envisaged e-learning platform. Interested companies must provide verifiable proof of qualifications and experience in similar/related services. The tenderer is also requested to provide a summary assessment of the team proposed and must specify their positions, tasks and qualifications for each expert. More details are provided in the Terms of Reference.
