KENYA CLIMATE SMART AGRICULTURE PROJECT (KCSAP) TENDER NOVEMBER 2022 

REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Climate Smart
Agriculture Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include Consultancy Services for Undertaking Impact Evaluation
Report (IER).
The Assignment Objectives and Deliverables
The Government of Kenya is seeking for qualified and experienced consultant(s) to work with KCSAP team to
conduct Impact Evaluation Report. The objective of the evaluation is to assess the level of achievements in the implementation
of the project period based on the key performance indicators outlined in the results framework and
the intermediate outcome indicators detailed in the arrangements for results monitoring in the Project Appraisal
Document (PAD) and the project M&E manual. The Kenya Climate Smart Agriculture Project now invites eligible
consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should
provide information demonstrating that they have the required qualifications and relevant experience to perform
the Services.
Shortlisting criteria
• Been registered and has been in operation for over 5 years
• Proven similar experience with the World Bank funded projects in the past 5 years
• At least five years’ experience in reviewing and evaluating of Environmental /Agricultural projects and
programmes.
• Demonstrated work experience in institutional development for at least 5 years
• Demonstrated experience in monitoring and evaluation, impact evaluation of agricultural and rural development
projects and programmes for at least 5 years
Key experts will not be evaluated at this stage.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the
association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners
in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The attention of interested Consultants is drawn to paragraphs 1.9 of the World Bank’s Guidelines: Selection and
Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by the World Bank Borrowers (of January
2011 and revised in July 2014 (‘’ Consultant Guidelines’’), setting forth the World Bank’s policy on conflict of
interest.
A Consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in
the World Bank’s Guidelines: Selection and Employment of Consultants.
