  1. The Government of Kenya has received credit from the World Bank toward the cost of Horn of Africa Gateway Development Project, and it intends to apply part of the proceeds of this credit to payments under the agreements] resulting from the listed Expressions of Interest [EOI],
  2. The National Transport and Safety Authority serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the following Expressions of interest:

Bidders who download the bidding document must forward their particulars immediately to procurement@ntsa.go.ke for record and communication of any clarifications.
  2. Selection will be conducted using the procedures specified in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA credits & Grants by World Bank Borrowers, edition of January 2011, Revised July 2014, and is open to all eligible Consultants as defined in this document.
  3. The National Transport and Safety Authority [NTSA] now invites eligible consulting firms [“Consultants”] to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
  4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14,3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July [“Procurement Regulations’’], setting forth the World Bank’s policy on conflict of interest.
  5. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub­consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  6. A Consultant will be selected in accordance with the Quality Cost Based Selection method set out in the Procurement Regulations.
  7. Interested eligible Consultants may obtain further information from National Transport and Safety Authority and inspect the bidding documents at the address given below during official working hours [0800hrs to 1700hrs].
  8. Completed EOI documents are to be enclosed in plain sealed envelopes, clearly marked with the EOI number and name, be deposited in the tender box provided at the Ground floor Reception, Hill Park Plaza on Upper hill Road, addressed to:
